On the occasion of the International Day of Remembrance of the Victims of the Holocaust and the 78th anniversary of the liberation of the Nazi concentration and extermination camp Auschwitz-Birkenau on January 27, 1945 – more than 23,000 Sinti and Roma from Germany and occupied Europe were also deported there from 1943 onwards – the President of the Federal Criminal Police Office (BKA) Holger Münch and the Chairman of the Central Council of German Sinti and Roma Romani Rose will sign a joint agreement on future cooperation against antigypsyism.
The agreement is based on the working definition of antigypsyism of the International Holocaust Remembrance Alliance (IHRA), which the BKA recognizes on this occasion. It is an important tool for identifying and resolutely opposing the phenomenon of antigypsyism, a specifc form of racism directed against Sinti and Roma.
The signing ceremony will be held at the BKA Berlin with speeches delivered by:
- Nancy Faeser, Federal Minister of the Interior and for Home Affairs.
- Mehmet Daimagüler, PhD, Comminissioner of the Federal Government against Antigypsyism and for the Life of the Sinti and Roma in Germany
- Robert Klinke, PhD, Special Representative at the Federal Foreign Office for Relations with Jewish Organizations, Anti-Semitism Issues, Holocaust Remembrance and International Affairs of the Sinti and Roma
- Jörg Ziercke, president of the BKA from 2004 to 2014
- Romani Rose, Chairman of the Central Council of German Sinti and Roma
- Holger Münch, President of the Federal Criminal Police Office
Afterwards, Holger Münch and Romani Rose will sign the cooperation agreement “Together against Antigypsyism – Declaration of the Federal Criminal Police Office and the Central Council of German Sinti and Roma on Future Cooperation”.
Afterwards, the exhibition “HinterFragen” (german for “to question”) of the Educational Forum against Antigypsyism will be opened at the BKA. The exhibtion addresses such questions like “who are the Sinti and Roma?” and “what does it mean to be a member of the minority today?”, and topics like “the persecution of the Sinti and Roma”, and “the genocide during the Nazi era”, and “the long struggle for recognition after 1945”.

Legal information on data collection
Members of federal constitutional bodies are among those participating in this event. The protection of members of the constitutional organs of the Federal Republic and, in cases to be specially defined, of guests of these constitutional organs from other states is a statutory task of the Federal Criminal Police Office (Bundeskriminalamt, BKA) pursuant to Section 6 (1) Sentence 1 No. 1 of the Federal Criminal Police Act (Bundeskriminalamtgesetz, BKAG). Pursuant to Section 6, Paragraph 1, Sentence 1, No. 2 of the BKAG, the BKA is also responsible for the internal protection of the respective residences of the Federal President, the members of the Federal Government and, in cases to be specially defined, their guests from other states.
Against the background of fulfilling this legal protection mandate, the BKA collects personal data of those who come or may come into the physical vicinity of the persons to be protected by the BKA or into their rooms during the event. By collecting data, the BKA aims to identify possible sources of danger and, if necessary, to take appropriate measures to avert danger.
The authority to collect data follows from Section 9 (2) sentence 1 BKAG. According to this, the BKA can collect personal data insofar as this is necessary to fulfill its protection duties pursuant to Section 6 BKAG. The norm of authority does not require the consent of the person concerned to the collection of data.
