Theo van Boven: Public Law Agreements about the Minority-Protection for the German Sinti and Roma

Seeking to establish the necessary legal security for the Sinti and Roma minority, the Central Council advocates the conclusion of binding contractual agreements between the respective state governments and the German Sinti and Roma institutions and organisations, which specify concrete transposition obligations under the Framework Convention for the Protection of National Minorities. Dr Theo van Boven, renowned expert on international law, states in his report that in view of the historical responsibility for the Holocaust, it behoves the relevant German authorities to protect and guarantee the special rights and interests of the German Sinti and Roma in agreements enforceable under public law.
